Thomas Voss was the Assistant Secretary of the Interior under Harvey McCullen and later acting 36th President of the United States of America. He appears in the novel Resistance: A Hole in the Sky.

Voss became acting president after his predecessor General Douglas MacArthur was killed by a Titan in the Battle of Phoenix, Arizona. Although representing as the leader of America, his title as "President" was considered obsolete given the downfall of the country to the Chimera, in which Voss was already quite aware of. On April 4th 1953[1] Voss was a part of the three-month journey from Freedom Base in the Ozark National Forest to New York City in an effort to lead human forces in destroying the city's Chimeran Tower, which was the main hub for the Chimera's terraformation process.

Voss led the attack on the tower. However, the attack utterly failed, costing several lives, and forcing Voss and the survivors to retreat and return to Freedom Base. Although the attack was a complete loss, Voss encountered Dr. Fyodor Malikov in New York and learned of his discovery of the Hale vaccine, in which it shown some successes in granting humans an immunity to the Chimeran virus. Voss began an effort in mass producing the vaccine to be provided among the remaining human survivors in America.
