Project Phoenix was a top-secret SRPA project that sought to tame and control Chimeran creatures. The project took place at SRPA Station Kali on Ellis Island. Project Phoenix only appears in Resistance: Burning Skies.
History[]

Richard Gorrell conceived Project Phoenix to turn the tide of the Chimeran War by controlling an army of tamable Chimera through Gray Tech artifacts, in which they have an effect on severing the Chimera's connection to the Chimeran hive mind and allowing them to control individual Chimera.[1] The project had initially shown some promises in which captured individual Chimera were implanted with modified Gray Tech control modules. However, the control was only temporarily as the modules would go offline at regular intervals which results in a temporary loss of control. Furthermore, the control modules have an tendency to explode when they are active.[2] Gorrell later proposed a solution to this setback by surgically inserting Grey Tech modules inside individual Chimera while they are formed. To this end, Gorrell recommended on using a "human source" to achieve this.[1]
The project was met with opposition from detractors for being "ethically reprehensible" and too costly to be spent on.[3][4] Despite the opposition, Project Phoenix gained the support from President Noah Grace.[5]
When the Chimera began their invasion of America in August 1951, Gorrell saw an opportunity to make Project Phoenix into reality. Gorrell used a Spire Beacon to lure the Chimera to attack a protection camp in Union City and abduct a large number of human refugees to a conversion tower, where Gorrell infiltrated and used the Gray Tech components to control the Chimera to construct a Leviathan, which he planned to control it. Gorrell's plan was discovered by NYFD Fireman Tom Riley and Ellie Martinez through an instructional film pertaining to Project Phoenix's goals, and tried to save the human prisoners. Gorrell tried to prove to Riley that his project would work by taking control of the unfinished Leviathan, which instead broke free and went on a rampage. Gorrell was later killed by Riley in self-defense.[5]
