Owen Sommers is a General of the US Army Special Projects Command who is mentioned in Resistance: Burning Skies.
Biography[]
Sommers wrote General Order 417 to all military forces in which they were given orders to kill any unauthorized intruder, whether they are military or civilian, found in classified escape routes.[1]
