Ned was a Warden at Graterford Prison.
Ned took part in the train chase and was probably on Mick Cutler's vehicle as he was there when Dr. Fyodor Malikov was murdered, to which he told the other inmates the story.
He was presumably killed when Chimeran Death Squads destroyed the prison.
