Frank Potter was a Haven resident during Resistance: A Hole in the Sky .
Before the Invasion of the United States, Frank Potter was a banker, his grandfather had built the bank in Haven and the ownership had passed down the family.
When the Chimera invaded, Haven was attacked, this forced the surviving residents underground. In the post-apocalyptic environment, Potter was a city councillor under Mayor Terri Locke. He believed himself expendable and so when people came to Haven, his role was to greet them.
