Frances was a Haven resident. She appears with her son, Stanley, in the firing range where Joseph Capelli train and test fire with his new weapons. Frances commented on Capelli's performance in which she then informed by her son about Cappelli's past as a Sentinel. It is unknown that she, her son and all the remaining residents evacuated before the Terraformer destroys the whole town.
