Crowley was an employee of the Bureau of Missing Persons in Denver, Colorado during the Chimeran War.

On November 26th, 1951, Nathan Hale went to the Bureau of Missing Persons and approach Crowley to ask for the whereabouts of his foster sister Susan Farley, but the trip was unsuccessful as Susan was not listed among the displaced refugees. When Hale still pressed on Susan's whereabouts, Crowley agitatedly threaten him to leave or be force to be remove by security in which Hale obeyed.
